“Semplificazioni Decree” in Italy
What is changing in the energy sector?
The ambitious EU key targets for 2030 and the green transition fostered by the Italian Recovery and Resilience Plan require strong intervention aimed, in the first place, at streamlining the administrative procedures for the construction and operation of renewable energy plants.
Law Decree No. 77/2021 as amended and modified by Law No. 108/2021 (the “Semplificazioni Decree”) is aimed, inter alia, at narrowing the “permitting gap” and boosting the development of renewable energy and storage plants, with a particular focus on PV plants.
Key focus areas in the renewable energy sector can be summarized as follows:
- Simplified authorisation procedures for PV plants
- Environmental Impact Assessment regime – New threshold for PV plant
- Implementation of Agri-voltaic PV plants
- Repowering activities for renewable energy plants – A super-fast track
- Installation of energy storage systems
