Charlotte L Morgan

Charlotte is a partner in the Global Energy & Infrastructure Group and has over 20 years’ experience advising on project finance transactions specialising in UK infrastructure projects, particularly those within the regulated sectors, such as energy, water, rail and airports and more recently projects arising from the energy transition. Charlotte leads the Linklaters’ UK Government offering. She is also a specialist in regulatory matters, nuclear, transmission projects and international trade.

Work highlights

Charlotte’s energy and utilities experience includes advising:

• the UK Government on the development of the four new nuclear plants in the UK at Bradwell, Sizewell, Wylfa and Moorside 
• Engie on a joint venture with Toshiba Corporation and Westinghouse Electric for the construction of a new nuclear power plant at Moorside and Engie’s subsequent exit
• NeuConnect on the NeuConnect Interconnector between the UK and Germany
• Elia and National Grid on the Nemo Link – the first electricity interconnector between the UK and Belgium
• FABLink on its interconnector between France, Alderney and Britain
• Thames Water on the development of the regulatory and contractual framework for the Thames Tideway Tunnel
• National Grid on the sale of a 61% equity interest in its UK gas distribution business to a consortium of long-term infrastructure investors
• on the acquisition by Greencoat UK Wind and GMPF and LPFA Infrastructure of 49.9% of the Clyde SPV from SSE Renewables Onshore Windfarm

Charlotte’s trade experience includes:

• leading Linklaters’ Trade Law Faculty in delivering a Trade Policy and Negotiations course to staff across government departments including (DIT, HMT, DEFRA, BEIS, and DexEU) bringing together a deep pool of academic and seasoned trade negotiators from several countries (including the US, Chile, UK, Switzerland, Norway) to provide the initial six-week training course on international trade law which is now being rolled out across government.
• advising both governmental and private sector clients in respect of tariffs and non-tariffs barriers across a range of different goods and services, customs and border issues in respect of ports in post Brexit scenarios, potential impact of tariffs in respect of energy projects, financial services under WTO and FTAs and impact of transition on existing EU-third country FTAs
• delivered a report for government on foreign investment regimes as part of wider trade policy in respect of current proposals for foreign direct investment
• advises on the EU and UK legislative framework for the trading of gas and electricity between the UK and EU
• advising in respect of several trade disputes, including the Boeing-Bombardier trade dispute
• contributed to a report by the Financial Markets Law Committee in respect of the impact on financial services of falling back on WTO rules in the event of no-Brexit deal scenarios
• currently advising in respect of the imposition of steel tariffs
