Linklaters strengthens its Public Law and Energy and Infrastructure department with the appointment of Fanny Mahler
Linklaters is pleased to announce that Fanny Mahler, a leading public law specialist, will join the firm in Paris as a partner.
She joins from Magenta, a firm focussed on competition law, public business law and regulated sectors which she joined in 2017, before becoming a partner in 2022. Fanny previously worked for seven years at Linklaters.

Fanny advises her French and foreign clients on all matters relating to public law (public authorisations and contracts, public property, town planning, etc.) and the regulatory framework applicable to their activities. She also advises on issues relating to state aid law, public sector companies (governance and transactions involving the capital of publicly-owned companies), foreign investment and regulatory law, in particular the technical and financial conditions governing access to essential infrastructure.
She also regularly advises on mergers and acquisitions, IPOs in regulated sectors and project finance.
Fanny has in-depth knowledge of a number of sectors, such as energy (including renewable energy), infrastructure, transport and telecommunications, and has acted on public law issues in transactions in French-speaking Africa, sectors and jurisdictions in which Linklaters' various practices are significantly active.
Fanny advises and litigates before the administrative and commercial courts, as well as before the regulatory authorities, in particular ARCEP, ART and CRE.
She holds a Master II in Public Economic Law and a Master II in European Business Law from the University of Paris II Panthéon-Assas.
