Overview

Xylia has more than 15 years’ experience advising on complex, cross-border transactions in the energy and infrastructure sector, across project finance, project development and M&A. She has an in-depth understanding of DFI/ECA-backed project finance structuring requirements, having been on secondments to the Japan Bank for International Cooperation and Nippon Export and Investment Insurance (NEXI) for approximately two years and one year respectively.

In recent years, Xylia has been supporting clients in emerging markets in Asia as their businesses transition towards low carbon technologies.  

Work highlights

Xylia's recent experience include advising:

  • Virya Energy, a Belgium-based renewable energy platform, on the acquisition of a majority stake in Constant Energy, a Singapore-headquartered rooftop solar developer with projects throughout Southeast Asia. 
  • Macquarie Asset Management on the sale to Macquarie Green Energy and Climate Opportunities Fund of a diversified portfolio of renewables assets across Asia.
  • an international wind developer on the expected Round 2 and 3 public auctions for offshore wind projects in Aomori, Yamagata, Chiba and Niigata Prefectures.
  • the lenders including ECAs and commercial banks on the project financing of the 1,400MW Hin Kong, 2500MW Gulf PD, and 2500MW Gulf SRC gas-fired IPPs in Thailand. Hin Kong and Gulf PD IPPs were awarded “APAC Power Deal of the Year” by PFI Awards in 2019 and 2022 respectively.
  • Ørsted A/S on the establishment of a joint venture company with TEPCO for an offshore wind power project in the Choshi area, Chiba prefecture in Japan.
  • the lenders (including NEXI, K-SURE, other international ECAs and commercial banks) on the closed project financings of Greater Changhua 1, and Changfang & Xidao offshore wind projects in Taiwan.
  • a sponsor on a toll road PPP project in Sri Lanka.
  • the sponsors on the Tangguh LNG Train 3 Expansion Project in Indonesia, involving a US$3.7bn multi-sourced financing from leading Asian ECAs and commercial banks.

Education and qualifications

Xylia studied law at the London School of Economics and Political Science.

Xylia is also fluent in Mandarin.
