Overview

Ying is an energy and infrastructure specialist with more than a decade of experience advising on project and structured financings, project developments, joint ventures and acquisitions/disposals across the energy transition, power and oil & gas sectors.

Ying has been based in Hong Kong since 2012, and has advised on the development and financing of some of the most significant power and infrastructure projects across the region. This includes primary sponsor or lender side roles on over 3.3GW of offshore wind projects in Taiwan – see further details below. In addition to offshore wind, she has advised / is currently advising on other renewable energy developments in Taiwan, Japan, South Korea and Vietnam.

Ying also has extensive experience advising on energy and natural resources M&A transactions, in particular involving financial investors – see select highlights below. 

Prior to Hong Kong, Ying was based in the firm’s London office for over four years. She has also spent time working in-house, including at a multinational energy supermajor and a leading Asian power developer.

Work highlights

Ying’s recent experience includes advising:

  • Offshore wind: advising the borrower or lenders / ECAs on virtually all of the closed offshore wind financings in Taiwan to date, comprising the 1GW+ Hai Long 2 & 3, 605MW Greater Changhua 1, 589MW Changfang & Xidao, 640MW Yunlin, 376MW Formosa 2 and 128MW Formosa 1 projects. Advising lenders on the financing of the 99MW Jeonnam 1 offshore wind farm project in South Korea, and lenders on the offshore wind auction in Japan. 
  • Other renewables and BESS: advising the KKR-backed Aster Renewable Energy on the financing of its floating solar and BESS project in Taiwan; on the refinancing of Macquarie Asset management and wpd’s onshore wind farms in Taiwan; on the refinancing of BlackRock’s two solar portfolios in Taiwan.
  • Infrastructure M&A: advising Ørsted on its Greater Changhua projects, Ørsted on its acquisition of a 35% interest in the Formosa 1 project, Global Power Synergy Public Company Limited on its acquisition of a 25% interest in the Changfang & Xidao projects in Taiwan, and Actis on its acquisition of a majority stake in Southeast Asia renewables platform Levanta Renewables
  • Digital infrastructure: advising on the expansion financing of the KKR-backed OMS Group of its digital infrastructure business. 
  • Corporate PPAs: advising on corporate PPA solutions for solar, BESS and wind projects in Taiwan.
  • Other infrastructure: advising Melco on its global integrated resorts business, CLP on its FSRU to power project in Hong Kong, and the sponsors on the development and financing of the 1.2GW Vung Ang II and 1.98MW Vinh Tan 3 IPPs in Vietnam.

Education and qualifications

Ying has a BA (Hons) in Politics, Philosophy and Economics from Oxford University. She subsequently studied law at Nottingham Law School and College of Law, London.

Ying is dual qualified in England & Wales and in Hong Kong SAR, and is fluent in English and Mandarin.
