Overview

Peter is a capital markets partner in Linklaters' New York office. He focuses on securitizations and structured finance transactions, with an emphasis on collateralized loan obligations (CLOs). Peter has extensive experience advising arrangers, collateral managers and investors in connection with CLOs backed by portfolios of broadly syndicated loans and middle market loans, as well as structured lending facilities backed by portfolios of corporate loans. He regularly advises clients on regulatory issues relating to U.S. securities laws, U.S. risk retention regulations, the Volcker Rule and other matters under the Dodd-Frank Act. Peter also has represented financial institution counterparties in connection with cash, hybrid and synthetic collateralized debt obligation transactions, derivatives, asset-repackaging programs and insurance-linked products.

He is ranked in the Euromoney's Banking, Finance and Transactional 2022 Expert Guide under Structured finance and Securitization, which recognizes individuals considered by peers and clients to be the best in their respective fields in the legal industry. Peter regularly speaks on CLO industry panels, most recently at the Opal CLO Summit 2022 (“CLO Market in a Regulated Environment”).

  • Representing CLO arrangers, collateral managers and investors in the structuring and placement of US CLOs with a value in excess of $40 billion since 2003
  • Advising the secondary market trading desk of a leading securities dealer in connection with the review and analysis of securitization trading positions for compliance with Volcker Rule requirements
  • Advising a leading derivatives dealer in connection with the review, analysis, and remediation of over 250 derivatives contracts with structured finance counterparties

Education and qualifications

Peter holds a Juris Doctor from University of Pennsylvania and obtained his undergraduate degree from University of Michigan.
