Overview

Jack is an Energy/Energy Transition and Infrastructure specialist, focussing on the Middle East and developing markets.

Jack has over two decades’ experience in the sector – including ten years practising as an engineer – and has particular expertise advising on the development and financing of large-scale greenfield low carbon hydrogen/derivatives, petrochemicals/O&G, CCUS, power, utilities and infrastructure projects, and on joint ventures, M&A and complex multi-source financing for such projects.

Work highlights

Jack has led or been a key adviser on several innovative, first-in-market and large-scale transactions. These include advising on:

  • Green H2/NH3 common infrastructure, GCC: advising various government entities on the structuring, development and financing of dedicated common use infrastructure (renewable power transmission, water and hydrogen pipelines) to support multiple world-scale green hydrogen and ammonia projects
  • BAPCO Refinery Expansion: advising the KoB-owned Bapco group as sponsor and borrower on the multi-source conventional and Islamic financing of a +US$7bn refinery efficiency upgrading and expansion project, backed by ECAs (including SACE, UKEF, CESCE, KEXIM and K-SURE). Multiple awards, including MENA Oil & Gas Deal of the Year, IJ Global Awards 2020
  • Hassana IWPP acquisition: advising Hassana, as asset manager for the Saudi government pension fund, on the acquisition of a 30% stake in the RAWEC power, water and steam project from ACWA Power
  • Green H2/NH3 production: advising Lenders and ECAs/DFIs on the financing and due diligence aspects of a first-in-kind green hydrogen and ammonia production project in Oman
  • Mirfa IWPP refinancing, UAE: advising the lenders on the refinancing of the US$1.5bn TAQA/Engie-sponsored Mirfa IWPP in Abu Dhabi. MENA Refinance Deal of the Year, IJ Global Middle East Awards 2022
  • NEOM Residential Communities PPP, Saudi Arabia: advising NEOM on the procurement and development of its multi-billion dollar residential communities PPP programme. Middle East and Africa Social Infrastructure Deal of the Year, PFI Awards 2023
  • Nord Stream 2, Russia: advising Gazprom as sponsor/shipper on the US$11bn Nord Stream 2 55bcm cross-border gas pipeline project
  • Bp Petrochemicals Disposal, global: advising bp on the disposal of its US$5bn global acetyls and aromatics business to Ineos
  • ExxonMobil, North Sea: advising ExxonMobil on the restructuring and disposal of its +US$1bn portfolio of North Sea upstream and midstream oil and gas interests to NEO Energy

Education and qualifications

Jack studied a Bachelor of Law (LL.B) at University of Law. He also obtained BSc (Hons) Building Surveying from the University of Greenwich.
