Ilia Ditiatev

Ilia specialises in energy and natural resources transactions in the emerging markets, focusing on energy, including energy transition & infrastructure financings. Ilia acts for borrowers, sponsors, commercial lenders, Development Finance Institutions (DFIs) and Export Credit Agencies (ECAs) on many complicated cross-border and first-in country projects.

Ilia has advised: 

• Arctic LNG 2: ECAs, China Development Bank and international and Russian commercial lenders on the US$11bn project financing for the Arctic LNG 2 project
• Yamal LNG: ECAs, including BPIfrance, SACE, Euler Hermes, JBIC, CEXIM, China Development Bank, EKN and EXIAR and international and Russian commercial lenders on the US$19bn project financing for the Yamal LNG project
• Amur GCC: ECAs and international and Russian Commercial Lenders on the USD10bn+ financing for the Amur Gas to Chemicals Complex in Russia developed by SIBUR and SINOPEC
• Kurdistan Oil Pipeline: Rosneft on a number of strategic upstream and midstream investments in Kurdistan
• Amur Minerals: acting for Sber and Gazprombank on the USD2.5bn project financing for a greenfield copper mine developed by Russian Copper Company
• Udokan copper: Gazprombank, Sberbank and VEB.RF on the USD 1.8bn project financing for Metalloinvest’s Udokan copper mine
• Khi Solar: International Finance Corporation (IFC), European Investment Bank (EIB), FMO, Proparco and African development banks on the project financing of the US$460m Khi Solar project in South Africa
• African solar: IFC and a number of South African commercial banks on several project financings for solar and wind projects in South Africa

• RusChemAlliance: advising ECAs, DFIs and Russian and international commercial lenders on the project financing for a 2 train LNG project and a gas processing facility developed by Gazprom and RGD
• Arctic Transhipment: Advising a lender on a USD600m+ financing for 2 floating LNG storage and transhipment terminals in Russia
• Sakhalin-2 Phase II: advising Sakhalin Energy and sponsors on the development and financing for the USD20bn+ integrated oil and LNG project

Petrochemicals

• Amur GPP: advising bridge lenders on the US$3bn+ bridge facilities for the Amur GPP project developed by Gazprom in Russia
• Baltic Urea Plant: advising a Sber, Gazprombank, VTB, VEB and Otkritie on a USD1.5bn+ project financing for Eurochem’s urea plant in Kingisepp
• SOCAR GPC: JBIC, NEXI, KEXIM, K-sure, SACE, CESCE and Gazprombank on a USD3bn+ project financing of a polyethylene plant in Baku developed by SOCAR
• Baltic ammonia plant: advising the lenders and SACE on a project financing for Eurochem’s Baltic Ammonia plant in Russia

Upstream / pipelines

• RusGasAlliance: advising lenders to a Gazprom subsidiary on a project financing of an upstream gas field and processing infrastructure in Russia
• Rosneft JVs: advising on structuring joint ventures with foreign investors (ENI, Statoil, Chevron) and development of several upstream projects in the Black Sea and in the Arctic

Mining

• Baimskaya copper mine: Advising the sponsor and borrower on the development and project financing for the Baimskaya copper deposit in Chukotka region of Russia
• Usolsky potash complex: advising the lenders on the development and project financing of the US$750m Usolsky potash complex in Russia, for EuroChem

Renewables

• Rostov Wind: advising Russian lenders on a financings of a 100MW onshore wind power project in Russia, the largest windfarm to be project financed in Russia to date
