Brussels goes green (part III)

On 13 November 2024, the Brussels Government adopted a draft ordinance to align local policies with Directive (EU) 2023/959, focused on energy, climate and waste measures. 

Key elements include updating the greenhouse gas emissions trading system, boosting the market for green energy certificates and solidifying some energy-saving measures. This encompasses new obligations for "regulated entities" in the building and road transport sectors, including reporting and emission allowance surrendering requirements. 

The ordinance aims to prevent market oversupply of green certificates and introduces more frequent sales opportunities for “prosumers”. Lastly, it incorporates energy-saving measures into law, such as the regulation of illuminated signage hours and the prohibition of burner-type heating and air-conditioning devices in open spaces.
