Overview
Jeff is a capital markets partner in Linklaters' New York office. He has represented underwriters and issuers including sovereigns, in SEC-registered initial public offerings, follow-on offerings, high-yield debt offerings, convertible debt offerings and other debt and equity capital markets transactions, as well as SPACs and targets in de-SPAC transactions. In addition, he has advised a number of public companies on ongoing reporting and disclosure obligations.

Jeff has advised on some of the market’s most complex deals, including representing:
- HSBC: advising on the SEC-registered rights offering by Azure Power, a NYSE-listed renewable power producer in India
- Oppenheimer, Citigroup and other global investment banks on the NYSE IPO of Corporación América
- Abengoa Yield (now Atlantica Yield) on its Nasdaq IPO, follow-on offerings of equity and debt and ongoing disclosure and compliance advice
- Interxion Holding on its Nasdaq IPO and high-yield offerings
- National Grid subsidiaries on their U.S. debt offerings
- Sibanye Gold: advising on its high-yield offering
- Swedbank: advising on its notes offerings
- Hungary on its SEC-registered notes offerings
- Republic of the Philippines: advising on its SEC-registered notes offerings
- Banco Santander, Rabobank and National Australia Bank: advising various underwriters on notes offerings
- Emerging Markets Horizon: advising a SPAC sponsored by VTB and Riccardo Orcel on its Nasdaq IPO

Jeff joined the Linklaters team in 2005 and was elected Partner in 2007. Jeff served as a Law Clerk to Judge Richard A. Posner in the U.S. Court of Appeals for the Seventh Circuit.
